VAX DSM Fileman 17.7 Installation:  ( I hope this works...)

1. Use %RR to load FM.ROU and FMINIT.ROU into a UCI.

2. Use %RR to load FMVAXMGR.ROU into the Manager UCI (MGR).

3. In manager, create a global %ZIS and set it's protection to
	be group RWD.

4. In Fileman UCI DO ^DINIT to initailize Fileman.

5. DO ^FMINIT (creates User, Device, and Terminal Type Files)

For other MUMPS Implementations on the VAX you should load the
FMMGR.ROU file and rename the routines for your implementation.
For other MUMPS Implementations you will have to move the files onto
the target machine somehow.
