NULL CPU TIME ACCOUTING/SAMPLING JOB -- 1982-AUG-13 -- JWB

The DCL procedure NULLTIME.COM will sample the CPU usage on
an hourly basis.  It uses about 2 seconds of CPU time each
hour, and normally activates itself on the hour.  It should be
submitted as a batch job AT PRIORITY 5, to make sure it runs
on time every hour.  Whenever a usage report is desired, it
should be stopped and resubmitted.
