Purpose:  Print the message corresponding to a VMS hexadecimal
          error code.

Usage:    RUN build:[BLDUTIL.RUN]PRINTCODE

          The program issues a prompt:

             Enter error code as eight hex digits >

          Enter the code as indicated, and the system message
          it represents will be printed.  Be sure to supply
          leading zeroes as needed.
