This tree contains a facility called PRIME TIME, developed and in use
at Northeastern University.  It provides a means of limiting login
connect time for groups of terminals.  We use it to control several
groups of student terminals to ensure fair and timely access to 
terminal seats.  The documentation in [DOC] explains more fully
the exact features.
