        Handled data-overrun condition due to Cyber-written tapes.
        Implemented SKIPF with RIO routines.
        Implemented I parameter control of input file. Need to test for
          file existence.

        Problems using RIO routines from WYLVAX were due to bad data
        input files. This version will now be brought into production.

        Transfer MULANA.FOR from CDC system using NET.
        Translate COMDECKs to INCLUDE format, put in .FOR files.
        Compile MULANA, making some conversions to VAX fortran.
                Package remains untested.
