This means that if the queue that deliver (MAIL$BATCH) is submitting to is not usable by the submitting user under normal circumstances, then deliver will not be able to submit the delivery job on behalf of the user. In my opinion this is a MAJOR screwup on behalf of DEC. They have made it useless to have a privileged image to make special use of a batch queue that would otherwise have too high of a priority or JOB_LIMIT for normal access by users of the system.
