1.		To submit bulletin board program:

	SUBMIT/PARAM=("date","script","service")	telebulbd.com

	date	: is the date used to define the TELEMAIL command:

			SCAN SINCE mon day, year

		It is in VAX format, and can also be entered as YESTERDAY.
		The routine BULBDATE.COM converts VAX format to TELEMAIL.

		If omitted it will default to YESTERDAY.

	script	: is the name of the file located in ROOT_TMAIL:[BULB]
		  that contains the instructions for the TELEBULBD
		  program on what bulletin board to read and where
		  to deliver the results.

		If omitted it will default to TELEBULB.MAI

	service	: is the name of the NPSS service you wish to connect.
		  by default you normally connect to TELEMAIL service.
		  however the GTE/TELENET system is available via the
		  NPSS service name of MAIL.

		If omitted it will default to TELEMAIL.

2.	Program also needs a TELEPORT.LIS file located in its own directory.

3.	Speed of program connection to NPSS is controlled by symbol
	REMOTE_SPEED located in TELEBULBD.COM file.
