GREG@POMONA.CLAREMONT.EDU asks how to add extra forbidden passwords to
the password dictionary.
You realy don't need to write a program to do this.
Put a few passwords (one per line) in a file sys$scratch:passw.tmp, then
append this file to the dictionary:

$ convert/merge /pad=%D0  sys$scratch:PASSW.TMP -
                          sys$share:VMS$PASSWORD_DICTIONARY.DATA
