I believe that you will have to install DELIVER with bypass and maybe a few other privs for it to work. This happened with most foreign protocol images at a particular VMS revision, but I don't remember which. I know it happened with PMDF, and DELIVER is derived from it. The illegal string class is a sort of default message that you get when things are REALLY confused. Note that it may be that none of this is true any more for PMDF, I no longer use it, but it was once, and I don't know (a) how old your DELIVER is, and (b) how closely it is updated in parallel with PMDF, if at all. So yes, strange as it seems, you really need BYPASS, in addition to all other privs it is installed with, you are correct in that without it, it can not invoke the shareable image, and illegal string class is really the error message you get in this case.
