I'm not exactly sure what the question is, but it seems to be about the availability of POP3 servers for VMS. IUPOP3 is such a server, and has been used successfully on VMS 5.3, 5.4, and 5.5. It works with UCX, WIN/TCP, and Multinet. It's also a multithreaded server, so it won't create a process for every client connection.
