BLISS Code

        No modifications were required to most BLISS programs that
        consisted of only user-mode code.

        Examples:  BAT, NOTICE, FREE

        Privileged code had to be modified some.  Note that there are
        only two examples of privileged BLISS code here; the changes
        to these programs were relatively simple.

        Examples:  GETCMD, SET_PRCNAM
