TP_SERVER, along with ICPACP, controls the Transaction Processing Services introduced with VMS 5.4. To fully make use of this facility, you must first initialize the transaction log file: $ MCR LMCP LMCP> CREATE LOGFILE SYSTEM$scsnode and then install a suitable transaction manager, such as RMS Journaling, or RDBVMS. To disable these processes, do $ DEFINE/SYSTEM/EXEC SYS$DECDTM_INHIBIT TRUE in SYS$MANAGER:SYLOGICALS.COM, as I have done on my systems.
