I came up against this same problem recently, a friend has tapes written
with DUMPER that  the VMS DUMPER32 v1.0-003 could not read for some
reason.  I rummaged around on the Internet using archie and found a Unix
program to read them.  It is called "dumper" and works just fine,
although I also had to find the Columbia Univ unix emulator for
the CCMD JSYS.
