Anyway, what exactly do cjpeg and djpeg do ? I mean, someone could do
C:\> COPY COMMAND.COM DJPEG.EXE

What you want is in /pub/graphics/jpegsrc.v1.tar.Z on gatekeeper.dec.com. There
you will find the source for your DOS programs which will also compile on VMS.
You should also check out XV which is an X-windows display/conversion tool: it
handles many more formats.
