Subj:	ANU-NEWS compiled on AXP V1.5

  I tried compiling the NEWS system on the AXP system that DEC made accessible
to the public. Because our communication link is slow and since I don't have
DEC C's books (only the VAX c books) I did only the minimal changes needed.

  The changes are (for V6.1b5):
NEWSBUILD.COM: Added the qualifier /STANDARD=VAXC. If not - a lot of
   warnnings...
NEWSEXTERN.H - Removed the definition of Umask() since it is now defined in
   one of the system's includes files (and the definition is different).
NEWSUTILITY.C - The Globalvalue clause is not accepted by the C compiler. Since
   I do not have the books I simply removed it and left the assignment of
   a value.
CACHE_MAP.MAR - Dosen't compile, will check it in the future...
