Did you define it as a global symbol (using two equal signs)?

The files SYS$STARTUP:VMS$BASEENVIRON-050_VMS.COM and 
VMS$LPBEGIN-050_STARTUP.COM are where the VMS default is set and where the
value of STARTUP$INTERACTIVE_LOGINS is used to set the interactive logins.
