You might try "VILE" from ftp at id.wing.net:/pub/pgf/vile.

It requires a little tweaking to get it running (again) on VMS, but it seems to
be a reasonable vi clone.  (or so my unix coworkers tell me... personally, I
hate the darn thing, so it must be pretty good :)
