I've been doing some more testing and now believe that as long as all the RDF files are present and W:R then that is
enough. I think the problem was caused by the kit not containing all the RDF files, and when Mozilla is run without all the
RDF files it will auto-create them, and this is where the write access is needed.

The M0.9 kit should contain all the required RDF files and hopefully then the following will be true:
  - SYSTEM installs Mozilla
  - no files are left world write
  - non-priv'd user can run Mozilla
