Actually Cairo, a component of GTK+ 2.x will not product any X11 output even on systems that do not support the Xrender unless it is built with libXrender. I could not find any way to remove this dependency from Cairo. And with out X11 output on Cairo, GTK+ is useless for graphics on OpenVMS.
